Social Mobilization and Networking Unit (SMN) in the Department of Education (DepEd) refers to the strategies and efforts employed by the department to engage various stakeholders in achieving its goals. It involves building partnerships, fostering collaboration, and creating a network of individuals, organizations, and communities that work together towards improving education. It is one of the units under the School Governance and Operations Division (SGOD).

It has four Key Result Areas (KRAs) targets; Resourcing, Sustained Partnerships, Research and Development and Technical Assistance.

Support for Education

To ensure provision of adequate resources to schools and learning centers by strengthening and sustaining relationships and collaboration of education partners and stakeholders, and mobilizing resources and providing technical assistance to support special programs and projects towards increasing access and enhancing the delivery of quality basic education.

Evaluating Engagement Strategies

The SMN also monitors and evaluates the impact of social mobilization and networking initiatives on educational outcomes. It collects data, conducts assessments, and analyzes results to assess the effectiveness of strategies, identify best practices, and inform decision-making processes within DepEd.

Streamlining School Support

To accomplish this goal, SMN has developed a local electronic portal system dedicated to monitoring and accurately identifying the needs of schools, as well as facilitating the seamless coordination of donations. This system also aims to provide a comprehensive platform for stakeholders to efficiently manage and allocate resources.

Partnerships Made Visible

Pursuant to Memorandum OU-LAPSS No. 505, s. 2018, The Department of Education (DepEd) through the External Partnerships Service (EPS) and in partnership with Information and Communications Technology Service (ICTS) has developed an online reporting system called the DepEd Partnerships Database System (DPDS) to capture all the partnership initiatives of DepEd.

The database system could serve to track all partnerships that DepEd has established with various organizations, including NGOs, businesses, other government agencies, and international organizations. It could help in managing resources provided by partners, including financial contributions, in-kind donations, volunteer hours, and expertise offered for educational initiatives and projects.

Due to the various issues and concerns on the implementation of DPDS, the DepEd-Tarlac City Schools Division through the initiative of Social Mobilization and Networking Unit developed the Monitoring and Identifying the Needs and Donations of Schools through Electronic Portal (MINDS e-portal).

This electronic portal provides a centralized platform to access the monitoring and identifying the needs and donations of schools in the division.
